The Voluntary Arm of the Jamaica 4-H Clubs consist of three main groups:
- The National Leaders’ Association, (NALA),
- The Island Advisory Council, (IAC)
- The Junior Leaders’ League, (JLL).
The activities of these groups are coordinated through the National Volunteer Secretariat, whose office is resident at the Rose Hall 4-H Training and Production Centre in Linstead, St. Catherine. The roles of this office also includes the coordination and facilitation of the needs of its members.
Island Advisory Council (IAC)
The Island Advisory Council (IAC) is the umbrella group for the Parish Advisory Council (PAC). It is governed by an Executive duly nominated from members at the parish level.
National Leader’s Association (NALA)
The National Leaders’ Association (NALA) was formed in 1980 and is as an umbrella group for the Leaders who are associated with the Jamaica 4-H Clubs. This group is comprised of representatives from the 14 parishes. NALA is governed by an Executive, which is headed by its President.
Parish Advisory Council (PAC)
The Parish Advisory Council (PAC) is comprised of Parish Managers who play an autonomous role in managing the operations of the clubs within their parish. The functions of the PAC include:
Assisting with the formation of 4-H Clubs
Advising and assisting the 4-H Clubs Parish Manager in the work of the 4-H Clubs within the parish
Administration of the funds received from the Board, or funds raised in the parish on behalf of the Jamaica 4-H Clubs; or funds accruing to the 4-H Clubs within the parish from any source.
Junior Leaders’ League (JLL)
This group comprises of officers from various clubs within parishes. They are responsible for the actual “on the ground” work within each Club. With the assistance of the Parish Manager and Club Leaders, they form and operate clubs, as well as to train the members (Clubites) in 4-H related activities. This group stages monthly meetings during the year, culminating in an Annual General Meeting. Each parish league is governed by an Executive, which is headed by its President. Representatives from the Parish Leagues form the Regional and National Junior Leaders’ League.
Junior Leaders are expected to perform the following tasks:
Assist Parish Managers with planning 4-H Club meetings
Assist members with records
Assist in the planning of recreational activities for the club
Assist new members in learning the purpose and values if of the 4-H club
Assist in recruiting new members
Assist in the promotion of the 4-H Club in schools
Assist with various community projects
